in awarded contracts within the first four months of the cohort

Participating firms generated $7.9 million in awarded contracts within the first four months of the cohort. The figure is documented with NMSDC.

Federal assistance centers

MBDA Federal Procurement Center

Tiger Team stand-up and member delivery support

U.S. Department of Commerce, MBDA | Tiger Team lead and advisor | 400+ member firms

The population

More than 400 member firms of the MBDA Federal Procurement Center pursuing federal and state and local contracting opportunities, supported nationally through both virtual and in person delivery.

What was delivered

We stood up and operated a tactical delivery capability on a Tiger Team model. Scope covered readiness assessments, pipeline and forecast development, relationship mapping, capture planning, proposal management guidance, and practical execution support across the full pursuit lifecycle. Delivery was implementation focused rather than instructional, producing reusable artifacts including capability statements, win themes, and pursuit trackers.

What resulted

400+

member firms supported through structured advising, training, and implementation

The Tiger Team model improved consistency of member execution by introducing repeatable pursuit processes, a forecast cadence, and proposal management practice that firms continued to use beyond the engagement.

Colleges and universities

VentureWell

Innovation, commercialization, and federal readiness for colleges and universities

VentureWell | Strategy, training, and program support partner | 50+ participants nationally

The population

More than 50 participants representing colleges and universities across the United States, working to strengthen innovation and entrepreneurship programming and increase institutional readiness for federal funding.

What was delivered

A four part webinar series covering federal funding access, grant application practice, and partnership strategy, paired with one on one consultation for institutions working on specific grant applications and strategic plans. The engagement included institutional capacity building and organizational development guidance aimed at improving each institution's ability to support students and faculty pursuing federal funding, and it guided participants in building collaborative frameworks connecting institutions, private sector partners, and federal agencies.

What resulted

50+

participants representing colleges and universities

Increased institutional readiness to pursue federal grants and related funding pathways. Improved organizational capacity through repeatable planning tools that outlast the program. Connections facilitated between institutions and federal stakeholders, creating pathways for future funding and relationship development. A replicable training framework produced that can be scaled into future iterations of the program.

Federal procurement readiness

Best-in-Practices Government Contracting Incubator Cohort

Department of Commerce funded procurement readiness program

U.S. Department of Commerce funded | Program design and delivery | Emerging federal contractors

The population

Emerging federal contractors enrolled in a Department of Commerce funded procurement readiness program. Program design was informed by a comprehensive participant survey rather than assumption.

  • 71.43%newly engaged in federal contracting
  • 82.42%with between one and ten employees
  • 31.87%operating solo
  • 60.44%registered as LLCs, 26.37% as S Corporations
  • 28.57%cited access to teaming partners as their primary obstacle
  • 25.27%were unsure where to begin

What was delivered

Structured training, certification support, and incubator style mentorship, supported by purpose built technology. An interactive community forum enabled peer to peer exchange between participants, and a flexible learning management system delivered live webinars alongside on demand resources through a secure portal built for working operators with limited time.

What resulted

The survey established what the cohort actually needed before a single session was designed. Access to teaming partners and not knowing where to begin were the two largest obstacles named, and the program was built directly against them through structured navigation modules and an always on community layer. The result was a program shaped by measured need rather than assumed need, and a curriculum that could be reused and scaled.

Tangible Thursdays with C3PI

Twelve week live series under the NMSDC Capital Readiness Program

NMSDC Capital Readiness Program | Twelve week live series | 115 businesses, 251 live seats

The population

115 businesses filling 251 live seats across the series, with 91 percent attributed to the NMSDC Capital Readiness Program.

What was delivered

A twelve week live series structured so that every session produced a working artifact rather than notes. Two tracks ran in parallel, government contracting led by Oscar Frazier and corporate supplier qualification led by Cazzie Williams, with tools, templates, and prompt packs handed over each week.

What resulted

94%

show rate against an industry average of 30 to 40 percent for free sessions

Participants averaged 44 minutes in the room out of sessions running roughly 50, meaning attendance held to the close rather than dropping early. Engagement at that level across twelve consecutive weeks is the practical answer to the objection that member firms will not show up for programming.

INTERNATIONAL DELIVERY

United States Agency for Global Media

Countering violent extremism and crisis management delivery across ten countries

U.S. Agency for Global Media, formerly the Broadcasting Board of Governors | Delivered under a federal prime vehicle | Ten countries, three continents

The population

Personnel and partner organizations across Angola, Djibouti, Kenya, Somalia, Ethiopia, the Democratic Republic of the Congo, Nigeria, Ghana, Kosovo, and Albania. Delivery took place in Luanda, Huambo, Nairobi, Mogadishu, Addis Ababa, and Goma in North Kivu, a number of them active conflict and post conflict environments.

What was delivered

Training and advisory work in countering violent extremism and global crisis management, delivered under a federal prime vehicle. The work required building operating capability in places where infrastructure, security, communications, and personnel continuity could not be assumed, and where a program that depended on ideal conditions would simply fail. Design priority throughout was leaving durable local capability in place rather than a dependency on continued outside support.

What resulted

10

countries across three continents, delivered under a federal prime vehicle

The constraint of those environments produced the methodology we now use in supplier development. A program built for a place where nothing can be assumed transfers directly to a supplier base where readiness varies enormously and follow through cannot be taken for granted. It is also why our readiness work is structured around governance, documented authority, and systems that survive after the engagement ends rather than around motivation, which does not.
